MOTO
FAMILIES WE NEED YOUR HELP! 4 of our 50cc bikes were stolen out
of our trailer on Tuesday 4/27. Jaxon and Jordan Opitz need your
help to find there bikes. We had 08 KTM SX 50 Junior, 07 KTM SX 50
Junior, 06 KTM Mini Adventure and a 05 Yamaha PW 50. Please help us
get the word out that the bikes are stolen and let us know if you

Brandon Haas with Haas MX Rider Development School is sponsoring D23
with Race School certificates worth $100 of training. D23 will
award 10 certificates in the June/July timeframe to selected riders
who submit the following (application linked below):
- A racing resume
- Essay on why you should be selected
- School grade transcripts for those in school
(Primary or Secondary schools)
The executive board will designate a committee to review the
applications and select the winners. We will divide the certificates
out based on the profile of our membership (e.g. X amount for Vets,
Y amount for 16-24 and Z amount for youth, where X + Y + Z = 10).
Certificates are valid for the 2009 and 2010 seasons. Please send
applications to the District office at D23armca@msn.com or mail to
Shannon Rumpca, PO Box 33, Hastings, MN 55033. The deadline for
applications is June 17, 2009.

Omnibus Land Bill In another game that seems to be
prevalent in the government these past few years, the Senate
took the entire omnibus land’s land package and amended it to a
bill that had already passed in the house and just needed to be
ratified by the Senate. The amendment passed. Sen. Klobuchar
did not vote either way.
The
newly amended bill needed to be re-passed by the House. This
time it passed the house as H.R. 146. So the anti-access groups
were successful in banned over 2 million acres to Off-Highway
Vehicles. See the forum posts for information regarding how your
Representative voted. And if you are not happy with his/her
vote, make sure you let them know.

Giant
Omnibus Bill Goes Down by 1 Vote!!
Dear
BRC Action Alert Subscriber,
Greg Mumm,
BRC's Executive Director, just called me from Washington D.C. He told me
that the infamous Omnibus Public Lands bill, commonly known as "S. 22,"
failed by 1 vote in the House.
The Omnibus
Public Lands Management Act of 2009 had been fast-tracked through the U.S.
Senate and had been expected to pass the House earlier today. Tell me one
vote doesn't count! The bill is over 1,200 pages long with over 160
different bills, designates 2.2 million acres of Wilderness, identifies
three new national parks, 10 national heritage areas, and designates over
1,000 miles of wild and scenic rivers.
We'll have
details later. Thanks to all who made calls and emailed on this bill.

Alert.
The situation with sales of units and parts for children under 13 is being
contested.
This ruling by the CPSC does not ban a child from riding, it bans dealers from
selling if the item is to be used by anyone under 13. We have not been told
there will be no racing or riding. The current feeling at the industry level is
that this will be resolved shortly.
If you have not
contacted your congress people and CPSC do so immediately as we need to keep the
pressure up. At this point we are planning on our season being business as usual
with all classes being run. If this changes we will let everyone know. Mike

for complete details. Get your registration in as soon as possible. Races count
only after your registration is accepted by Tucker Rocky. You must purchase a
set of gear for each class you want to compete in for contingency. Valid gear
includes 2009 Answer Alpha, Alpha Air, Alpha LE, all ION styles, Mode, Women’s
MX - OR - 2009 MSR Phantom, Old Skool, NXT, Renegade, Max Air, Strike Force,
Starlet and Gem product lines ONLY. Axxis & Syncron DO NOT QUALIFY for the

Feb 10th Ban on
Youth ATV and Motorcycle Sales
The Consumer Product Safety Council (CPSC) has issued a ban in the sales of all
items that contain certain amounts of lead to youth. This ban includes
motorcycles and ATVs due to the lead content in items such as batteries, engine
cases, etc.
The CPSC does plan on providing exceptions to the rule, but the exceptions list
generation date is unknown, except that it will be after the ban goes into
effect. In the mean time, the dealers will not be able to sell new or used
machines or some parts for youth ATVs or Motorcycles.
The BlueRibbon Coalition has an action alert out for both the CPSC and the
legislature to either delay the ban until the exemptions are out or to have the
exemptions in place before Feb 10th. See the BlueRibbon website for more details

Motocross
Advancement
The class advancements based on racers' 2008 results are now posted.

There are some advancements posted on the AMA web site at this time. The
current AMA posting was used in conjunction with our district scoring. The 2
systems were checked against each other before posting here.
The new list is based on Rider Placement Value or RPV. This system factors
in the number of racers in a class and awards advancement points accordingly.
New for 2008 to 2009 season is an increase in RPV value for moving from the C
class to B class. The RPV is now 15 for all advancements. This decision was made
at the AMA level is to be used retroactively for the 2008 results. District
results are factored in with National or non D 23 results for the final RPV. The
only exception to this is those racers that competed in the C class at Loretta
Lynn's finals these racers will all be advanced to the B class for 2009. |

KTM is committing to D23 members by offering contingency
for the 2009 series of Enduro, Harescrambles, Quad Harescrambles, Motocross and
Quad Motocross. KTM has provided contingency for Enduro and
Harescrambles in the past and stepped up to add the Motocross section of our
membership. We look forward to a great year ahead and KTM will make it even
better.
