District 23 Annual Meeting and MX/MX Quad and Flat Track Awards Banquet

December 1st, St. Cloud Civic Center.

The D23 annual awards banquet will be held on December 1st, 2007 at the St. Cloud Civic Center in downtown St. Cloud, MN.  The Annual Business Meeting for District 23 will start at 10:00AM at the Civic Center. 

Hotel, Parking and accommodations

A block of rooms has been reserved at the Best Western/Kelly Inn, which is adjacent to the Civic Center and connected via a skyway.  When booking your room, request the District 23 discounted rate of $85.00.  This rate is good until October 31st, reserve your room early.  For reservations, contact the Best Western/Kelly Inn at (320) 253-0606.  The discount rate is good for any room with the exception of suites and poolside rooms.

There is parking available in the Best Western/Kelly Inn lot if you have booked a room.  Municipal ramps are available

There are two separate banquets being held this year on the same date.  The MX and MX Quad banquet will again be held in the same hall.  They will be located in the Glenn Carlson Exhibit Hall. 

Flat Track Banquet

This year, the Flat Track venue will also hold their banquet on the same date, December 1st, 2007 at the Civic Center.  This banquet will be in the Stockinger Suites, located on the 2nd Floor of the Civic Center.  It will be a separate event, apart from the MX and MX Quad banquet.

Tickets

Ticket prices for both MX/MX Quad and Flat Track banquets are $20.00 per adult, and $13.00 per child (child is 12 years of age or younger).  Tickets must be returned to the mailing address by November 7th!

Henry’s Catering will be providing the meal for this year’s banquet for both the MX/MX Quad and Flat track banquets.  Send in your tickets using the form in the district flyer or use this link to print off your own forms.  Banquet Flyer and registration form

Attention!  You must purchase tickets to attend the banquet dinner!  No ticket is necessary to attend the Awards ceremony’s,  however, you will not be allowed into the banquet hall with out a ticket during the dinner from 5:00 to 7:00PM!

Youth Activity during Awards Ceremony

The District will again be arranging a Youth Movie from 7:00PM to 10:00PM.  Tickets will be $6.00 per child.  The movie the children will see will be determined closer to the date of the banquet.  They will be transported via bus to and from the Civic Center, to the movie.

Volunteers needed for the day of the banquet!

Additional volunteers are needed the day of the banquet.  If you volunteer your time and participate in the banquet activities (such as prize table, food host/hostess, award handouts, children activities, youth movie chaperone), you can get your banquet ticket paid for!  Contact Bruce Bjerke for more details.

District 23 ARMCA Annual Meeting & Awards Banquet

Itinerary for December 1st, 2007

10:00 AM – 1:00 PM District 23 Annual Business Meeting, St. Cloud Civic Center, Glenn Carlson Exhibit Hall.
Children’s activities, St. Cloud Civic Center, Stockinger Suite (2nd Floor of Civic Center).


Parental note: Activities for your children are provided free of charge so that you may attend and participate in the annual business meeting. Games, craft projects, and other fun activities will keep your child entertained while you attend the meeting. You do not need to pre-register, and you can come a few minutes early to sign your child in. For security reasons, you will need to sign your child in and out of the activities area.
1:00 PM – 2:00 PM Free Time and Registration! Relax in your room at the Kelly Inn/Best Western, take a swim in the pool, or enjoy a meal at the Green Mill Restaurant attached to the Kelly Inn/Best Western. Or you can take a short walk from the hotel and the convention center and enjoy the stores, shops and restaurants of downtown St. Cloud. Additionally, you can check out the St. Cloud Area Convention and Visitors Bureau web site (http://granitecountry.com/index.php) for more details on activities and events happening this weekend. Be sure to register at the door prior to the youth awards starting.
 
2:00 PM – 3:30 PM MX/MX Quad Youth Awards, Glenn Carlson Exhibit Hall.
The youth awards will be given at this time for all the MX and MX Quad youth classes.

3:30 PM – 5:00 PM
Social Hour/Free Time. The caterer needs time to setup and we need to clear the Glenn Carlson Hall to allow them time to do so. A separate room has been setup for our sponsors in the Opportunities Suite, right behind the Glenn Carlson Exhibit Hall. We will also have cash bars setup in the Opportunities Suite for this social period. Feel free to mingle with the sponsors of the District and be sure to thank them for their support this year!

Registration will continue during this time as well.
5:00 PM – 7:00 PM MX/MX Quad Banquet, Glenn Carlson Exhibit Hall.
Buffet Dinner served for those with pre-purchased tickets (You must pre-purchase your tickets to enjoy the meal!). This year’s menu includes buffet lines for adults and a separate line for children, ages 12 and under. Dinner consists of choice of Chicken or Pork, potatoes, vegetable, coleslaw, roll, desert and beverage (coffee, water and milk). Kids menu will have chicken nuggets, corndogs, cookies and water or milk (white or chocolate).
YOU MUST PRE-PURCHASE TICKETS TO ATTEND THE DINNER!
7:00 PM – 10:00 PM Amateur Awards, Glenn Carlson Exhibit Hall.
7:00 PM – 10:00 PM Youth Movie.
For children’s entertainment, a movie is available. Cost is $6.00 including ticket, soda pop and popcorn. Transportation to and from the Civic Center will be provided. Chaperones needed!

Rule Change Proposals

Proposed changes:

1. Flat Track-Change vintage twin class to open twin class.

2. Flat Track – Create a tiered throw out system. This would be based on the number of events scheduled, not the number of events completed. In the event throw outs were allowed it would be factored using the current rule of 90% (rounded up) or 80% (rounded up) of a riders races from the completed dirt track meets held will be used to determine the year end awards.

3. Flat Track – Create an Open Amateur B Class. Class would award year end trophies and points only, no jacket. Top 10% would ad-vance to Open Amateur A for remainder of their riding career.

4. MX-Girls 9-13 should be able to race 150cc 4 stroke

5. MX-Discontinue the Premier Series for 125A & 250A classes.

6. MX-Due away with #2-#8 number requirements and all youth riders (50cc, 65cc, & 85cc) classes choose from one number range from 21-999.

     a) 50cc oil injected 4-8 #’s will be 11-299 AMA class 3
     b) 50cc single or multi-speed #’s will be 11-299 AMA class 4
     c) 50cc Premix 4-6 #’s will be 201-299 AMA class 1
     d) 50cc Premix 7-8 #’s will be 1-199 AMA class 2
     e) 65cc 7-9 will be 201-399
     f) 65cc 10-11 will be 1-199
     g) 85cc riders as follows: 7-11 401-599, 12-15 101-399, Super-mini 12-15 and 9-12
         will be assigned #’s according to their age group. The top 20 in Supermini only can
         run 1-20. Top 20 in 9-12 class will run 601-620.

7. MX-Add 35+ class

8. MX-Add B & C class number range to include 21-99

9. MX – Change percentage of events needed to receive annual award to: Annual awards will be given to the top 20% of “A” riders and to the top 10% of “B” and “C” riders based on 70% of meets held and participation in at lease 50% of the races that count to-wards annual awards.

10.Class Champions can ride with red background with current riding # or earned #1.

11.MX Quad-Youth Production (200cc max. 2-stroke & 300cc max. 4-stroke)(rider age 13-15)

12.MX Quad-Sentence 3, change to 90% (Year end points for all other classes will consist of top 70% of races held but if 12 or fewer meets are held, all meets will count towards year-end awards)

13.MX Quad-“District 23 points paying Quad Classes”, add 91cc-400cc 2 or 4-stroke behind the 16-24 class.

14.MX Quad-Add following details to description of Youth Modified class, “200cc two stroke to 300 cc four stroke (tire, carburetors, a-arms, motors (must be ATV motor) handle bars, swing arm, cams, exhaust, etc…as long as it meet sound and cubic centimeter re-quirements).

15.MX Quad – Change current “Amateur Sport Class” to “Youth Sport” age 13-15. ATV engines only, aftermarket frames allowed.

16.MX Quad – Required numbers on front and rear of machine, must be viewable at all times.

17.MX Quad – Add Quad MX class: Age 16+, 200cc+ Open 2-stroke only

18.MX Quad – add C classes to Open and Production classes. Delete classes 265-450 A & B and Stock Production Open.
