7/19/2005 Woods Events Schedule Changes The 7/23-7/24 Akeley Hare Scrambles is canceled due primarily to the very wet condition of the trails. The Dual Sport event for 7/23 is also canceled, but will be rescheduled to 8/27. The Enduro scheduled for 8/27 & 8/28 is still a go. Tentative plan is a different start location and a shorter mileage event. If you are riding in the Akeley woods, be sure to tread lightly on the low spots. The August 27 Akeley Quad Hare Scrambles has been cancelled. To replace it, there will be a race on Aug 13th near Grand Rapids. This is the monkeybutt race that used to be just a fun event. This race will score D-23 points. Directions and more information to follow.

John has been trying his hand on the National circuit, and having some success making the main events. Great job representing District 23, and keep up the good work.

5/1/2005 District 23 Motocross Sound Enforcement This notice is to clarify the motocross sound limit rule and the role of District 23. The first misconception to clear up is that this is a new district rule. The 99dbA sound limit is actually an existing AMA rule that has been in affect for years. Promoters are facing nationwide scrutiny in regards to sound levels at events, along with the county and /or township issues that we are facing here in Minnesota in regards to private practice tracks. To help facilitate the transition to responsible sound levels and rule compliance, the district will be taking the following measures: 1. Ensure consistency of testing – Another misconception is that there are several different testing procedures, each of which will yield different results. Actually, one standardized procedure is to be used for all AMA sound testing. This procedure is known as SAE J1287 July 1998, Measurement of Exhaust Sound Levels of Stationary Motorcycles; the same procedure that law enforcement uses. The district has sent Tom Umphress to be trained from the people who wrote the standard. He will then hold training sessions for promoters and their workers. The district is encouraging each promoter to send at least two people to a training session. 2. Give opportunities for people to be tested – The main goal of the district this year regarding sound is to educate people about sound levels by allowing them to find out what level their machine is at and how that compares to the 99dbA standard. To that end, the district has purchased two additional meters that will be used for voluntary testing at motocross events, primarily practice days. In addition, some of the promoters will purchase meters to ensure that they can always offer this service. The matter of enforcement of the rule in 2005 is a little less clear-cut. The 99dbA rule is, and has been, an AMA equipment rule as well as a Minnesota public land use law. It is therefore something that can be the basis of a protest. While the district cannot stop someone from lodging a protest of this nature, it is hoped that this will not trigger a flood of such protests. The AMA, recognizing that this could be a problem, has stated that on this particular rule, if Rider 1 (or someone on his or her behalf) protests Rider 2 for sound, then the vehicles for both Rider 1 and Rider 2 will be tested. At this time, the plan is that the referees will enforce the AMA sound limit much more strictly at D 23 events in 2006. |

police department on December 9th 2004 in regards to a STOLEN 5X12
RUNNER FROM THE LIGHTHOUSE. The rug has the lighthouse logo on it. We
have enjoyed putting on the banquet for the past 3 years but do not
appreciate our own members stealing from the facilities we have them at.
We are asking that the rug be returned to either Sheri or Joan with no
questions asked. Please get this returned as soon as possible as we will
not book a banquet for 2004 until it is returned. The 2004 banquet has
to be booked by Jan. to assure availability. It would be really sad not
to have a banquet in 2004.

The Mazeppa Harescramble is on!
More informatino from The Golden Eagles:
"The 2003 Mazeppa Hurricane Hills Hare Scramble is on! After some
questions and concerns with the county, the planning commission has
recommended approval for the race and the Golden Eagles are moving
forward. So forget the rumors of cancellation and put Oct.18th & 19th on
your calendar to attend last years Hare Scramble of the year.
The course is getting improvements and some re-routes, to make this
years course more rideable and fun than last year. Permission has been
received from a local land owner to use some new sections of woods
allowing some reroutes of a couple sensitive areas, and repairs have
been made to trails used in previous years. So don't miss this last race
on the 2003 schedule, it will be fun. MXer's come and give Hare
Scrambles a try, you'll have a great time.
Camping will not be available at Hurricane Hills this year, but there is
plenty of camping available within about 10 miles of the track. So bring
your friends and family because there are a lot of good spectator
viewing spots in the woods and the MX track area, within a short walking
distance.

YOUR RIGHTS TO RIDE WILL BE GOING AWAY IF SF850 PASSES IN ITS CURRENT FORM.
There is some very anti-motorized recreation legislation, in the form of SF850, making its way through the Senate. If you want to continue to be able to recreate with your dirt bike, ATV, or off-road vehicle you need to attend the hearing listed below. We all need to quite taking the use of public land (and even private land as Sherburne and Isanti Counties have shown) for granted. This is for real.
Here is a short list of the some of the bad points of SF850:
·
24/7 toll-free hotline for the reporting of
ORV use violations. This will cost the
dedicated ORV
accounts $196,000 the first year and
$120,000 annual operating cost. This is an expense
that is not needed!
·
Operator
Certification (licensing),
Rules Decal (to be placed in view of the
rider while operating the vehicle), plates (6” x 12” on ATV’s and
Trucks, ARMCA has made progress on this provision for the dirt bikes) –
Total cost of $2,021,000 the first year
and a $406,000 cost per year after that.
This is an expense that is totally unwarranted and a waste of our
funds. The Marty-Ruud Amendment calls for an additional $15
registration fee to pay for this new licensing requirement.
·
Marty-Ruud will move up the “closed unless
posted open” restriction from Oct. 2005 to Oct. 2004.
This means that you will not be able to
ride unless it is on a designated and signed trail system. How many of
these do you know of?
·
Does not allow any new construction of
grant-in-aid trails.
·
Establishes an “OHV Damage Surcharge”. The
initial cash for this account comes from the OHV dedicated trail
accounts and is a raid on our accounts. The Marty-Ruud amendment is
asking for $1.2 million dollars from our dedicated trail accounts to
fund this so-called “damage”. We still don’t know what they will be
asking for as a “surcharge” on our registration fees (on top of the $15
increase they are proposing above) for this “damage account”.
·
Civil Citation authority;
this provision will cost our dedicated
accounts $532,000 per year, another unwarranted cost. These issues can
be handled just fine under the current trespass statutes without the
need for wasting these critical funds from our accounts. Just enforce
the law as it stands today!
·
DNR is asking for another 8 conservation
officers if this legislation passes. That amounts to $958,000 the first
year and $841,700 every year thereafter. This additional expense
is even
before we have an additional mile of trail designated. Another
unwarranted claim on our accounts.
·
The Marty-Ruud amendment calls for an
additional $5.8 million in funds from our dedicated account to pay for
their bill. That is $4.5 million from the ATV account, $1 million from
the ORV account, and $300,000 from
the OHM Account. This exceeds the
amounts currently in the accounts even after years of build up.
·
This bill will eliminate ditch riding as we
know it today. ATVAM was able to modify the first Marty-Ruud amendment
on 4/15 to ensure that the counties can really make the decision to open
the ditches back up to riding by the county boards.
SF850 say they will be adding 1500 miles of trail in the next 3 years, but as you can see from the above bullets that they have spent more money than is in the accounts and eliminated grant-in-aid trail creation. So, this means that there will be no money to build and maintain these trails with.
This legislation will do exactly what we have been saying all along that the anti-access crowds want – a defacto ban of ORV use on state lands. By depleting our trail funds, our ability to build any real designated trails in Minnesota will be gone, along with our dreams of a statewide designated trail system.
WE MUST TAKE A STAND AGAINST THIS LEGISLATION. WE NEED YOU TO COME TO THE CAPITOL ON TUESDAY, APRIL 22nd TO GIVE SUPPORT TO OUR CAUSE. YOU NEED TO ATTEND THIS HEARING. IF YOU DO NOT ATTEND YOU ARE ALLOWING THE ANTI-ACCESS CROWDS TO TAKE AWAY YOUR RIGHT TO RIDE.
Come early enough so you can visit with your own legislator about this issue and present your concerns first hand on SF 850. Wear your colors, jerseys or off-road shirts. Let them know you are with the off-road crowd.

The anti-access groups have really turned up the heat. They are flooding the capitol with email, letters, and phone calls supporting SF850.
You need to contact your Senator and let him/her know your thoughts on this legislation, SF850. Let him/her know that you strongly oppose this legislation SF850. I would recommend calling them. They have multiple phone numbers listed on there district websites, you can even call them at home. You can get to their district website by going to http://www.senate.leg.state.mn.us/members/
Focus on your Senator, but it would not hurt to call your Representative and let him/her know that your support HF1077. HF1077 is a bill that ARMCA helped draft.

that the banquet is over and everybody knows where they placed in their
class, it's time to start thinking about the 2003 season.
Anyone
who raced last season knows what a great year we had. There was plenty
of competition and rarely ever a shortage of riders. Sometimes we even
had to divide the classes up into two heats. Everybody got along all
year and we had a good time. That’s what makes racing so fun, being
able to see your buddies every weekend and seeing who is king of the
track that weekend. I think 2003 will be more of the same.
Everyone
I talked to had plans to try and improve there lap times for next
season, weather it’s adding more goodies to the quad or hitting the
gym a few nights a week, it all helps.
I've
also heard that there may be a few more women racers showing up to try
and be the queen of the track. We need as many women as we can get.
The
good news for 2003 is that we have a age limit on the sport class.
For anyone that has a 14 or 15 year old friend that would like to
race let them know that the AMA passed a new rule.
The rule states that 14-15 year olds can ride a production ATV
91cc-200cc 2 stroke or a 91cc-300cc four-stroke in the sport or youth
class. The stipulations say that when sitting on the quad with their
hands at the controls there must be a bend at the elbows and all levers
and controls can be operated properly. When standing on the foot pegs
there must be 3 inches between the seat and the riders inseam.
I
think this rule change will really help our sport grow, I know there are
lots of riders out there just waiting for the day they turn 16, so they
can get out on the track.
Also,
if you haven't heard already the 250 and the open classes have been
split into an A and B classes. Anybody can sign up for the A-class but
once you do it’s tough, but not impossible to get put back into B. If
you haven't raced much it would be better to start in B until you know
which skill level you are at and then move to A. There are certain
people who are required to go to A class based on 2002 results.

Sometimes when a new rule is implemented there is confusion around how the rule works, and this was again clarified at the District 23 November 6th board meeting.
Exact wording for the rule is found in the 2002 District 23 Rule Book under Article III (Specific Rules for Enduro) Section D (the 2002 rule book is also available on-line at the District 23 Web-site, at the following URL: http://www.armca.org/rule_book.htm).
In short, during the racing season
all riders will receive points toward a year-end award after each event. At the conclusion of the season those riders that have met
the eligibility requirement of having helped put on and event and
belonging to a District 23 club will be identified, and each event for
the year will then be re-scored. Only
those riders that meet the eligibility requirement will be used in the
ranking for year-end award points when the events are re-scored.
Note: When this rule was implemented it was intended to include both Enduros and Hare Scramble. Unfortunately due to recently discovered printing error in the 2002 rulebook it cannot be implemented for the Hare Scrambles 2002 season. It was implemented for the 2002 Enduro season, and is also automatically in effect for both venues for the 2003 season.
If you do not yet meet this requirement, you will need to do so to receive an award next year. Contact any of the District 23 Enduro or Hare Scrambles Points Keepers if you need help or more information.

As he was entering turn one for the first lap, the bike suddenly and very violently snapped sideways and began spinning through the air, rotating sideways. The bike spun about 4 times, hit the ground, and catapulted back in the air. The first 2 times this cycle occurred, Brian was tangled in the handlebars. The third and final time he finally untangled himself and landed on his back very hard. He was unconscious when the corner workers got to him. They began examining him and after they had him on the stretcher, he opened his eyes for a brief moment and then slipped into a coma.
He was then airlifted to Marshfield Hospital where he remained in the coma until late Sunday.
Speculation was that Brian had been bumped into a hay bale, or had just moved a little too high to avoid some of the dust and hit the bale on his own. He had been trying to run a very high line in the heat and practice in order to avoid some of the bumps. Typical of Brian’s competitive nature to try and find a fast, smooth line around a very difficult track. Later on Monday an eyewitness account surfaced from a 10 year old who was standing at the turn one end of the grandstand. He said as Brian approached turn one he looked down at his bike and before he looked up it snapped sideways. He hit the hay bale as a result of, not as the cause of, the crash.
After being helicoptered to the Marshfield hospital, Brain was admitted into the intensive care unit. For the next 5 days, he was sedated to keep him calm and allow the respirator to do its work and for the healing to begin.
There were 2 broken ribs and some injury to the lung area. These have since healed, so the concern is on the head injury caused by the abruptness of the crash. Comparing a brain scan taken upon arrival to the hospital and a scan taken 2 days later, there was good news that no swelling had taken place.
After one week, Brian began was allowed to awaken. The respirator tube was taken out when the staff felt confident that he could breathe well on his own. His stream of consciousness talk, though confused, made us feel confident he still had his Brian Jenson philosophies on life.
On August 5 he was moved to Miller Dwan in Duluth, MN. Here he is in good hands with people who know how to work with head injuries. He recognizes family and close friends, though can’t always match them with a name. He has a minimum of 6 therapies a day including speech, psychology, occupational and physical therapy. The progress is obvious, but slow, this is what is to be expected. All the doctors have been optimistic and he is doing what he should be after this kind of injury.
All of the cards sent by friends are on his wall and the flowers, calls and support are all so very much appreciated!! Thank you from Krista and Brian and Brian’s family!

There will be a benefit TT race for Brian on September 15th. Brian was always very supportive of and competitive in the sport that he loved, and is now causing much difficulty in his life. Whenever the time came to help out a fellow racer, be it one of his direct competitors or not, Brian was always one of the first to help out. Whether it was information about the track and set-up or if it was equipment troubles. I, and lots of you, have even rode Brian’s equipment when ours wasn’t up to par. He is one of those special riders that makes our sport what it is. A sport where regardless of the outcome, we are always there to help each other out.
On September 15th it will be time for you to return some of that support. Enter a few extra classes; get your friends that have always been interested in flat track racing out there. And especially those friends that think its sooooo easy, after all we do is turn left. The TT track is a blast to ride on who knows you may have a chance to see a special performance of the “Happy Dance”.
Brian has very good insurance to cover his medical expenses, however he is self employed and has a long road ahead of him for recovery. He is probably looking at around 7 months without a paycheck. Regardless of you financial well being, you are in need of some assistance at that point. So let’s go folks, show your support like Brian would for you!"

I would first like to thank
everyone who attended the City Council meeting on July 9th-
your support made a difference! I
would also like to thank everyone who signed the petition on our
website- we had 162 signatures, many with comments that were heartfelt
and insightful.
I
am pleased to report that the proposed ordinance DID NOT pass!
After over an hour of testimonials
from concerned citizens, the motion to accept the proposed changes to
the ordinance was introduced by Mayor Tom Gamec, and reluctantly
seconded by Councilwoman Susan Anderson.
Mayor Gamec and Councilwoman
Anderson voted for the
ordinance changes.
Councilmen Gerald Zimmerman and Terry Hendriksen voted against
the ordinance changes.
Councilwoman Patti Kurak was not in attendance at the meeting.
The vote resulted in a tie, which
meant that no action would be taken at this time, and the ordinance did
not pass. The audience
broke into applause at this announcement.
Mr. Zimmerman stated that he
“wouldn’t consider 15 tickets in the city enough to stop
snowmobiling.” Mr.
Hendriksen stated that he “voted against this to give individuals or
groups some time to work with (city) staff to find alternatives that
resolve the issues and provide some protection to the people suffering
the consequences.” He
went on to say, however, that he would be inclined to vote for the
ordinance the next time if we don’t make the effort to come up with a
reasonable compromise.
This decision proves that there IS
strength in numbers, and we really CAN make a difference!
With that in mind, members of the
Ramsey Snow Rams Snowmobile Club and other concerned snowmobilers will
be meeting to discuss alternatives to the proposed ordinance.
